Recent political, social, cultural and economical events in Lithuania made a great impact on English as a foreign language acquisition. People started to perceive language learning differently, they became more aware of the advantages that foreign language skills give in the diverse European Union and beyond its boundaries, especially better prospects to communicate, study and work. With European integration, the lowering and eventual fall of administrative barriers, the opportunities for communication between speakers of different languages are multiplying. To cope with this rising wave of language contacts, it is vital for everyone including public servants to develop new approaches, methods, and environments for foreign language instruction and learning.
To study the English language is very important today, and not only to study but also to implement communicative competence. According to Brumfit (1989), in teaching practice, teachers always tended to over-emphasise the importance of grammar and overlook the communicative use of language. That must be taken into consideration while teaching adults a foreign language, because traditional teaching methods and ways still often used in our days do not stimulate adults’ learning enough. There is a necessity to find the most effective methods and ways in teaching foreign language due to bring up the communicative competence and develop adults learning motivation and self-regulation.
This paper cites on analysis of the learning experience that occurred when an administration of Kaunas region municipality implemented a project "Amplification of Kaunas region municipality and its organisations employees qualification", that was financed by European Social fund. The project was created for the purpose to develop English language and computer competence of the public servants.
The problem of this research is the gap between adult learners communicative English learning/teaching and the planning of the English classes provided by the European Union project. Therefore, this research paper tried to answer the question: how to improve adults’ English language teaching/learning communicatively in Kaunas region municipality administration and fulfil adults’ learning needs?
The object of the research is the improvement of adults’ teaching/learning English communicatively.
The aim of the work is to explore communicative English learning/teaching planning peculiarities, that could reflect adults learning needs and expectations. To achieve this aim the following objectives have been set:
• to ground theoretically communicative competence definition and peculiarities;
• to elucidate the importance of developing English language communicative competence;
• to characterise and describe adults’ teaching and learning characteristics;
• to name English learners expectations and needs;
• to highlight organisational peculiarities of English classes;
• to provide suggestions for improving adults’ communicative English language teaching/learning.
In order to solve the problem of this work, and to achieve the fixed aim, a lot of theoretical literature on the peculiarities of adults’ communicative English language teaching/learning was looked over and analysed. In the second part of the work has been done quantitative and qualitative research. It was used a questionnaire for the quantitative research and done statistical data analysis. For the qualitative research it was used the semi-structured interview based survey aiming to identify the possibilities of improving adults’ communicative English language teaching/learning. For the analysing qualitative data the author employs the method of content analysis, seeking to identify the adult learners’ opinion on the provided English learning classes. ...
